JFK People with Intellectual Disabilities
JFK National Plan was to combat Mental Retardation. He made a speech to Congress of the U.S. in 1963 to announce plans for new resources that will help address needs of mental retardation and mental illness. The Maternal/Child Health and Mental Retardation Planning Act granted $265 million dollars to support over (SYS) to the mentally retarded and their facilities in the community Mental Health Construction. -
Individuals with Disabilities Education Act
Due to a buildup form three previous cases which were Pennsylvania Association for Retarded Children (PARC). vs. Pennsylvania (PA, 1971) and Mills Board Of Education (DC, 1972) they came together to form a right for children with disability to have a free and public education in a least restrictive environment by incorporating an equal protection guaranteed from the 14th amendment.
