    J.C.R. Licklider from M.I.T. wrote memos about a "Galactic Network" idea. He convinced Lawrence Roberts that it was a workable idea. They worked with Donald Davies and Roger Scantlebury. At first, connections between computers were only for the army in the U.S. and universities.
