  • ESEA of 1965

    The Elementary & Secondary Education Act improved educational opportunities for low income children and provided support for children. While the main focus was to level the education field for low income children, this act gave equal access to children with disabilities. Before this act was passed the federal government had little involvement with education program.
  • Mills Vs. Board of Education

    In this case handicapped students were excluded from public schools. The courts required the programs to make alternative education services. The courts used case and research to later draft the EHA.

Both the state and local governments accountability set new requirements for specific learning disabilities. This act was later amended in 2004 with additional requirements being added.

    The IDEA was renamed Individual with Disabilities Education Improvement Act (IDEIA). This act raised the standards for special education licensure ensuring program uphold the best educational practices. This act increased funding for for early intervention programs.
