    Gallaudet College
    The first federally funded college for deaf and dumb students. Was originally named Columbia Institution for the Instruction of the Deaf and Dumb and the Blind.
  • Council for Exceptional Students

    Council for Exceptional Students
    The Council for Exceptional Students was founded by a few college students and their professor, Elizabeth Farrell. The CEC ensures that educators for students with special needs are provided professional development. The CEC advocates for government provisions and sets professional stadards for Special education. There are chapters in all 50 states.
  • Brown v Board of Education

    Brown v Board of Education
    The U.S. Supreme Court ruled that it was unconstitutional for U.S. state laws to allow racial segregation in public schools. The case originated in 1951 when the public school district in Topeka, Kansas, refused to enroll the daughter of local black resident in the school closest to where they lived. Chief NAACP counsel Thurgood Marshall argued the case.
  • Elementary and Secondary Education Act (ESEA)

    Elementary and Secondary Education Act (ESEA)
    Signed into Law by President Lyndon B. Johnson. The ESEA promotes equal access to education. It provides funding to schools for programs to help impoverished students shorten the achievement gap.

    The PARC sued the state of Pennsylvania because the state law stated that children that didnt meet the mental age of 5 years old could be excluded from school. The Brown v Board Education case was used as the basis for this case. This was the first major legal case to provide education for students with disabilities

    Section 504 of the Rehabilitation Act of 1973 prohibited agencies that receivedd federal funds from discriminating against anyone with a disability. This act included private agencies and schools that received those funds. Agencies must provide the same services to those with disabilities as they do to those without disabilities.

    Family Education Rights and Privacy Act
    FERPA gives rights to parents concerning their children's records and privacy. Parents have the right to inspect and contest any information in their child's recirds. Parents must give permission for records to be seen or given to anyone.
  • Public Law 94-142 The Education for all Handicapped Children Act

    Public Law 94-142 The Education for all Handicapped Children Act
    The Education for all Handicapped Children Act guaranteed a free and appropriate education for all children with disabilities. This Act also states that students with disabilities must be educated in the least restrictive environment. Parents were given the right to dispute any claims they didnt agree with.
  • Handicapped Children's Protection Act

    Handicapped Children's Protection Act
    This act was an ammendement to the Education for all Handicapped Children Act. It allows parents to have a say so in the child's Individual Education Plan (IEP). It also states that parents can dispute anything they disagree with in state and federal court. President Reagan signed this act to ensure that legal fees would be payed for parent's who succesful sue under this act.

    The Individuals with disabilities Act (IDEA0) was established based on the Education for all Handicapped Children Act. IDEA requires schools to find children with special needs through non biased evaluations. This act ensures all students receive free appropriate care tailored to their individual needs. Students with disabilities will be accomodated in the least restrictive environment possible. All of these services are of no cost to the parent.
