    Cardenas expropriated Mexican oil from American companies. This gave the Mexican government a source of revenue for its social programs

    Manuel Avila Camacho
    Camacho continues Cardenas' policies and creates the IMSS to insure urban workers. Pledged Mexican support of allies during WW2. Started the program of Import Subsidization Industrialization which included import quotas, protective tarrifs, tax exemptions, gov't credits/subsidies. Demanded that Mexicans own stock majority in all companies operating in Mexico. Stable currency, foreign investment, and low inflation.

    Continues ISI programs. Enlists help of foreign and domestic capital to industrialize Mexico. ISI most associated with Aleman. Expansion of railroad and highway system. PRI control over politics and society solidified under Aleman. Government took control of labor unions.

    Railroad and Teacher Strikes
    Members of the Revolutionary Teachers Movement (MRM), as well as the Worker Peasant Party of Mexico (POCM), protested against the government. They demanded better wages, and a democratization of their respective government-controlled unions. PRI starts to lose legitimacy after worker grievances are either marginally met or ignored outright.
