    Education started in colonies and was highly based on the religion using scriptures to teach their students to read. The schools at this time had no common standerds and very from town to town as different as the religions in the towns.

    Trying to consolidate schools and make education mandatory, Congress enacted the Land Ordinance of 1785. This set aside what was known as Section Sixteen in every township in the new Western Territory for the maintenance of public schools. With this was section # 29 staring the separation of church and state.
