    Larry’s side said that the IQ tests that were used to determine if a child needed to be placed in a special education class were biased toward American students.Riles’ side said that the IQ tests were not discriminatory towards American students, but the reasons more African American students were in the special classes was because of genetics and environmental factors.

    Garret was originally denied one-on-one care from the school district, which he needed to be able to attend school. The school district did not believe that they had to provide Garret with someone to care for him all day. The school district believed that the cost of one-on-one care would be too expensive for the school district.
