Irving Independent School District. v. Tatro
Amber Tatro is an 8-year-old girl born with a defect known as spina bifida. Amber suffers from orthopedic and speech impairments and a neurogenic bladder, which prevents her from emptying her bladder voluntarily.
The education program provided that Amber would attend development classes and receive special services as physical and occupational therapy. This program made no exception for school personnel to administer clean intermittent catheterization.

School Committee of the Town of Burlington v. Massachusetts Department of Education
Michael Panico, was a first grader in the public school system of petitioner Town of Burlington, Mass. Michael began experiencing serious difficulties in school. It later was identify it as "specific learning disabilities". The case involved the education for all handicap children, to guarantee qualified students with disabilities received a free public education in the environment.
