  • Amended Elementary and Secondary Education Act of 1965

    The Elementary and Secondary Education Act was meant to provided resources to ensure that disadvantaged students had access to quality education. In 1966, Congress amended the ESEA to establish a grant program to help states in the “initiation, expansion, and improvement of programs and projects . . . for the education of handicapped children.”
  • Mexico hosted the Olympics

  • Congressional Investigation

    After PARC and Mills, there was an investigation on the status of children with disabilities. They found that only 3.9 million of 8 million students were receiving an appropriate education. With a 1.75 million handicapped children not receiving any educational services at all.

  • the Education for All Handicapped Children Act

    This law provided due process protections for children and families. It authorized financial incentives to enable states and localities to comply. Overall it improved how children were identified and educated.
  • The Education for All Handicapped Children Act became the Individuals with Disabilities Education (IDEA)

    They added traumatic brain injury and autism as new disability categories. Congress mandated that as a part of a student’s IEP, an individual transition plan must be developed to help the student transition to life after high school.
  • Individuals with Disabilities Education Act with IDEA

    The changes we see are, students with disabilities can take state tests, a General Ed teacher is part of IEP Team, Behavioral Management Plans, and students with disabilities can continue services even if they are expelled from school.

    This act increased the accountability on schools, had requirements for highly qualified teachers, and gave students from failing schools "school choice". This act was meant to ensure all children had a fair, equal, and significant opportunity to obtain a high-quality education.
  • Individuals with Disabilities Education Improvement Act of 2004

    The Individuals with Disabilities Education Act of 2004 provide an education that meets a child's unique needs and prepares the child for further education, employment, and independent living. It also protected the rights of the children with disabilities and their parents. It focused on accountability and improved outcomes by emphasizing reading, early intervention, and research-based instruction by requiring highly qualified special education teachers.

    In 2015, ESSA replaced the No Child Left Behind Act. It gave more control to the states with standardized testing & consequences for low performance. It also asked schools to implement bullying prevention plans.
