    Dorothy Howard establishes first Black Nursery School in Washington, D.C. and operates it for over 50 years

    First to lending library, Toy Loan, begins in Los Angeles

  • 1966

    The Bureau of Education for handicapped is established

  • 1980

    Department of Health, Education, and Welfare is changed to Department of Health and Human Services, and a separate Department of Education is established

  • 1993

    The Family and Medical Leave Act (FMLA) is passed, providing new parents with 12 weeks unpaid, job-protected leave

    In the United States the 'Leave No Child Behind' legislation is passed
