Introduced for the criminals that were persistently dangerous in more serious crimes. -
Indeterminate sentences permitted.

Wording was changed to impose on individuals who were convicted of attempted or actual assault, rape, beastiality ect. only after one conviction -
Found the Habitual offender legislation isn't effective.

Passage of Bill C-51
New provisions. Dangerous offenders can now be labelled so for serious personal injury offenses either sexual or non sexual. -
Bill C-55 made new ammendments
This was supposed to make it more effective and efficient. Parole was changed from 3 to 7 years and "long term offender" was introduced which applies to people who aren't considered dangerous offenders but are still at risk.
