When Kaiser Wilhelm II became ruler of Germany, two years later in 1890 he forced Bismarck to resign because he did not want to share power. In 1892 he let his nation's treaty with Russia lapse. This changed the alliance. Russia, in 1892 formed a defensive military alliance with France. This event was significant because it changed the alliances and led to other changes and wars. -

In 1890, Germany’s foreign policy changed. That year, Kaiser Wilhelm II had become ruler of Germany two years earlier and forced Bismarck to resign because he refused to share power with anyone. The nations of Europe believed that to be truly great, a powerful military was needed. By 1914, all the Great Powers except Britain had strong standing armies. Military experts stressed the importance of being able to quickly mobilize, organize, and move troops in case of a war.
