It was built to stop exodus from eastern communist part of divided Germany to more prosperous west. -

Representatives from soviet Republic had already announced they would no longer be a part of soviet union. Declared they would establish independence. Gorbachev was disappointed and resigned December 25th making for a peaceful end to a communist country.
