It applied to only states seceded from the union. the freedom it promised depended upon Union military victory. Although the Emancipation Proclamation did not end slavery, it transformed the character of the war.

Lee strike the Union flanks, leading to heavy battle at Devil's Den, Little Round Top, the Wheatfield, Peach Orchard, Culp’s Hill and East Cemetery Hill. However, they ultimately failed to remove the Union defenders. The Union regained its lost ground. Lee failed the 2nd invasion, the victory going to the Union.

Lee surrendered the Confederate Army of Northern Virginia to General Ulysses S. Grant at the Appomatox Court House. General Lee met with General Grant at the McLean home, the meeting lasted about an hour and a half. The terms agreed to by General Lee and Grant and accepted by the Federal Gov. would become the model used for all other surrenders which shortly followed after.
