    In March of 1781, the Articles of Confederation officially go into effect. Soon after, people realize the problems that come along with them.

  • Northwest Territory Proposal

    Northwest Territory Proposal
    In 1784, Thomas Jefferson came up with a proposal to divide the Northwest Territory into 10 districts. When any district reached 20,000 occupants, they would be able to send a representative to congress.

    In 1785, Land Ordinance creates a plan for surveying and selling land in Northwest Territory.

    In 1785, Richard Henry Lee voiced his opinions about the Articles of Confederation. He was concerned about the troubles that would result from attempts to change the government.

    In 1786 John Jay wanted to negotiate peace with Great Britain, as he had grave misgivings about the Articles of Confederation.
  • Shay's Rebellion

    Shay's Rebellion
    In 1786, conditions were so bad, Shay's rebellion began. Washington and James Madison had to hold a meeting for five states to in Maryland to discuss the situation.

    In 1787, Congress passed another law for Northwest settlement, the Northwest Ordinance. It was meant to encourage orderly settlement and the formation of new states.

    In 1787, the Constitutional Convention was a turning point in American History where delegates from all states besides Rhode Island met and discussed about the country.

    James Madison presented the Virginia plan, which proposed an entirely new form of national government

    William Paterson presented the New Jersey plan, which proposed a "small state" plan, where it kept many features from the Articles of Confederation, but gave congress additional powers.
