The USS Chesapeake was attacked by the HMS Leopard near Norfolk, Virginia, because 2 of the sailors of the Leopard deserted to the Chesapeake, and the British sought to make an example of the sailors, by attacking the ship, spreading war fever throughout the state -

Baltimore riots start against anti-federalists, who despite the attack on the Chesapeake, still did not want to go to war. -

James Madison recommends declaring war on Great Britain due to disputes over sailor's rights and their support of the Native Americans in the west. -

The house of Representatives passes a bill which will allow war to be declared on Great Britain, and on June 18, the Senate also passes the bill, and James Madison signs it. -
