    The boat violated the exclusion law, and the passengers did not have the funds to immigrate. While this means that this was illegal, it is still decline as what mainly caused these Asians to be turned away is the exclusion law, which is discriminative and racist.

    While Canada did not all prohibit it at the same time, this is when Ontario did it. The banning of alcohol, while in of itself is not a bad thing, caused many crimes, violence, and gang wars due to people's refusal of giving up on it. The Prohibition Act of 1918 would be a primary source.

    Killed more than 21 million people around the world, and only went away when people started being immune to it.     The strike itself was for a good cause, as it was due to the mistreatment of the workers, but the reaction is what makes this a decline. Instead of hearing and considering their demands, the government and employers instead called this out as a "revolutionary plot by alien scum" and oppressed them.
