    The Creation of the 17th parallel between NV and SV was an agreement to split the country in half. The agreement was that both country would split at the 17 line latitude. This border was established by the French in 1954 in May 7.

The operation later failed and because it was not effective, the mission was sent out by President Lyndon B. Johnson.

The effect JFK was searching for was to help aid military support to strengthen the Saigon government. JFK believed if South Korea was infected by the communistic trend then Asia would soon feel sick and rott to become a communistic contientent.
