    President Reagan signs the anti-drug abuse act which grants 1.7 billion dollars to help fund the fight against drugs

    President Clinton signs the North American Free Trade Agrement which increases the amount of trade across the US and Mexican border this makes it harded to stop drug from going in and out of the US or Mexico
