White Land owners can vote.
During the year of Independence, new federal laws and amendments were made for the new country. Some of these laws set down voting rights for American citizens. At the time you had to be a 21 year old male who owned their own property. Womens Rights were not yet set in place and most African Americans were slaves and their votes counted towards their masters votes. -
