President Dwight D. Eisenhower created the theory. The theory is when one country falls the surrounding countries will fall to. EX: Russia, China, North Korea, and now North Vietnam. -

Saigon was the USA headquarters during the Vietnam war, The Vietcong captured the city and renamed it to, Ho Chi Minh City. Which declared the end of the war.
