This act enforced high security and our state officers and commisions to check all passengers arriving in the U.S. They had the right to deny access to be convicts, lunatics, idiots, or unable to take care of themselves.

In the state of Arizona it is also mandatory for employers to use the E-Verify to make sure those they are hiring are authorized.
