Frech scientest Louis Bouton created the first underwater camera. In 1893, Louis Boutan and a mechanic named Joseph David took the first clear underwater photo in a bay near the coastal town, Banyuls sur Mer. The picture is of a hogfish by kelp and seaweed. -
