Timeline of EBD ID process

  • LEA receives or initiates referral or reevaluation

  • Parent/Guardian notified and permission required

  • IEP team reviews existing data and determines if additional testing/data is needed

  • If additional testing is needed, it is conducted before the IEP team reconvenes.

  • IEP team reconvenes to examine data and determine eligibility

  • Student must meet definition of EBD AND need specially designed instruction to qualify

    Student must NOT be making appropriate academic growth and social development in order to qualify for needing 'specially designed instruction'
  • Evaluate student for EBD (review existing data)

    Look at class performance, results of previous interventions, teacher reports, standardized testing, behavior rating scales, medical evaluations, etc.
  • Write IEP

  • Placement decisions
