After the Indian war King of England (George III) imposed the first tax to support the mercantilist policy. It was a tax on sugar and other imports from non-British colonies. -

In 1765 King George III became more unpopular with every tax he enforced, which is why we have no taxation without representation. We also had such acts pass as “Boston Port Act”, “Administration of justice Act” so on and so forth. -

The 2nd continental congress set up a central government with one house legislature. Congress has authority to make war and settle interstates disputes.
