    Salutary neglect was a British policy avoiding the strict enforcement of laws. This was meant to keep the Colonies obedient to Great Britain. With the absense of British influence, the Colonists became self sufficent. This led to the Declaration of Independence, becoming known as independent Colonies. Because they became known as tearing apart from Great Britain, they needed a set of laws to govern and control.

    The Albany Plan of Union, was an early attempt to for a union within the Colonies. This Union was to keep the colonies together until the constituion was created. Benjamin Franklin proposed a plan for uniting the seven colonies. The plan was submitted as a recommendation but was rejected by both King George II and the legislatures of the individual seven colonies since it would remove some of their existing powers.

    This was a War between the Colonies and Great Britain. This was the conflict between the 13 American colonies and the colonial government, British crown. The Battle of Lexington and Concord started it off. Through this the colonists won their freedom from England, thus starting a system of government and laws soon after.

    Battles of Lexington and Concord
    "The Shot Heard 'Round the World," started the Beginning of the American Revolution, the start to freedom. 13 North American Colonies banded together to break ties with Britain, starting when Paul Revere and William Dawes road into Boston, warning the Colonists of the impending doom about to break lose. Revere reaches Lexington about midnight and warns Sam Adams and John Hancock, the first who would sign the declaration of independence, were in hiding.

    2nd Continental Congress
    In May, the first meeting of the 2nd Continental Congress met. This was basically the Government until 1788. King George III had not replied to the grievances that he had been sent by the First Continental Congress. The Congress gradually took on the responsibilities. In June 1775 the Congress established the Continental Army as well as a continental currency. By the end of July of that year, it created a post office for the "United Colonies."

    Since the American Colonies were no longer under the British Crown, the Continental Congress thought that there should be no connection between the Colonies and Great Britain. With King George III sending mercenaries into America, the Members of the Continental Congress continued to cut their ties with Britain. Slowly, one by one the colonist started to crave independence from Britain as well, hearing Thomas Pains speech "Common Sense," helped to drive the force for freedom.

    The Articles of Confederation, were an agreement among the 13 founding states that established the United States of America as a confederation of self-serving states and served as its first constitution. Even thought not yet made official, the Articles provided domestic and international realness for the Continental Congress, directing the American Revolutionary War, regulate diplomacy with Europe and deal with territorial issues and Native American relations.

    The U.S. Constitution establlished America's government and laws, this guaranteed basic rights for its's citizens. It was signed on September 17,1787, by delegates on the Constitutional Convention.
