The introduction of the poll tax
By 1990, the conservative government wanted to change the way that local government was financed. The planwas to replace the existing rates system with a community charge, or 'poll tax',as it came to be called. This would be a tax on everyone over 18, with every person paying the same amount. -
The end of the poll tax
A week later, Margaret Thatcher was replaced by John Major. After some debate over whether the poll tax could be reformed, the new prime minister finally announced( in april 1991) that it would be replaced by a new council tax. However, until then, the poll tax would continue as the new tax would not begn until april 1993. As a result, the protest continued too.
