In 1861 the first shots were fired when Lincoln had sent supplies down to Fort Sumpter because they were running out. The confederacy believed that he was sending soldiers so they attacked them, starting the civil war. -
habeas Corpus
In 1861 Lincoln suspends the writ of Habeas Corpus which would allow the government to arrest anyone for any charge and hold them indefinently. This was a huge act because it also ment that those people would not have a court hearing.
