In 1971 several school aged children, by and through their parents, filed a lawsuit against the Board of Education of the District of Columbia ("DC Board of Ed") in the United States District Court for the District of Columbia. The Plaintiffs, represented by public interest and private counsel, sought declaratory and injunctive relief, claiming that the Defendants violated DC law and the United States Constitution. A decision was made December 20, 1971 -

This case presents a question of statutory interpretation. Petitioners contend that the Court of Appeals and the District Court misconstrued the requirements imposed by Congress upon States which receive federal funds under the Education of the Handicapped Act. We agree and reverse the judgment of the Court of Appeals.
