From the time that the Chechnya Republic declared themselves an independent nation to now, Russia has been trying to control them without becoming too brutal. If Russia uses to much force with the Chechen people, the attention of the US government will be drawn to Russia. Russian special forces later assassinated warlord Shamil Basayev, who claimed responsibility for the attack. Between 2004 and 2006 the Chechen Republic went through 10 leaders.
