During the 1774-1789 the continental congress was the government of the 13 colonies. In 1774 it was voted that they should send a statement of grievances which a list of problems. It was also voted that they should Boycott all British trade. The king of Parliament thought they had the right to tax so the colonies didn't want to but british goods. -
