    It was issued because of the Mier y Teran report. The law outlawed immigration from the U.S to Texas. It suspended unfilled empresario contracts.

    Sam Houston attended the convention of 1833. Stephen F. Austin was chosen to deliver the resolutions and constitution to Mexico City.

    Arrest of Stephen F. Austin
    The Mexican government found Stephen F. Austin's letter to the Texans and felt it was an act of treason. After Austin meeting with Santa Anna, he was arrested in his way home.
