Between 1921-1930 Juan B. Huyke arrive. At this moment English is emphasized and is required to be speak at all times, even outside the classroom. -
Difficult times
it was a difficult time in Puerto Rico in the economic, social and educational aspect this was because of the recession. English was not abandoned but it was emphasized as a second language. -

The president of the United States complained that Puerto Rico had not learned English after all these years so Gallardo try to implement a Bilingual program but he was not allow. -
Spanish return
Spanish returned to prevail through sixth grade and the English as a subject continued. -
