1970s Oil Crisis
Due to the 1970s Energy Crisis (particularily the Crisis of 1973), many countries (United States, Japan, and India) began research and investment in OTEC. Due to high costs and low effieciency, all of the projects were unsuccessful.

Okinawa OTEC plant opens
An OTEC plant opens at the Okinawa Researcg facility on Kume Islnad, Japan. It is still in testing phases, but is the first functional OTEC plant. It produces 100 kilowatts of energy.
