    In 1819 Missouri admitted to Congress for statehood as a slave state. At the time, the states were equal between free and slave states. The question was, should Missouri be a slave or free state?

    The Tallmadge Amendment was a bill to make Missouri a state buit only as a free state. The South protested and said it was unconstitutional to choose if a state should be free or slave. This sparked up commotion in Congress.

    Congress is deadlocked because they can't make a decision. The South protested that the North already had the majority in the House and if Missouri is admitted as a free state, then the North will also rule the Senate too.
