    it attempted to address students' low levels of proficiency, this reform was for grades 6-9 and 10-11.
    the results of this plan were not positives because teachers did not have the oral proficiency, the number of classes in school were not intensified, and teachers were not familiar with these methods.

    it was supported by British council and Cambridge, The goal was improve the communicative competence in english until to achieve that the Colombian people can be bilingues in spanish-english for the year 2019. British council realized diagnosis about teachers`contents and pedagogical knowledge and an improvement plan was proposed based in the diagnosis.
