Proclamation No. 2525
Immediately after the attack on Pearl Harbor, President Roosevelt signed the Proclamation No. 2525 declaring that “all natives, citizens or subjects of the Empire of Japan” will be “liable to be apprehended, restrained, secured, and removed as alien enemies.”
