    Immigrants could have a complete contract before coming over to the States.
    Couldn't be in the military.

  • 1924 Immigration Act

    Added quotas for immigration; wives and unmarried children under age of 18, residents of the Western Hemisphere, religious or academic professors, bona-fide students under age 15. Anyone else who did not fit that quota were waitlisted.
