That way he won't be able to abuse his powers. This helped create a new governmental system by the Founding Father's.

Over 1,000 farmers were put in jail. They formed groups and Daniel Shay was the leader of the rebellion. They attacked the federal Springfield Armory. The government sent a private army to vanquish the attack.

They made an agreement that defines the legislative structure and representation that each state would have under the United States constitution.
