History of Special Education

  • Establishment of the Council for Exceptional Children

    In the formation the council in 1922, the CEC prioritized the establishment and promotion of professional standards in special education. Since then, the CEC has been leading the way in development of preparation and credentialing standards along with a professional code of ethics defining and elevating the special education profession (CEC, 2024).
  • Brown v. Board of Education

    The Supreme Court's decision was that racial segregation in public schools was unconstitutional. This ended legalized segregation in the United States and overturned the "separate but equal" doctrine that was earlier established in the Plessy v. Ferguson case in 1896. This changed the trajectory of service for all students especially students with disabilities (National Archives, 2024).
  • Establishment of the Learning Disabilities Association of America

    A group of parents and professionals addressed the lack of services for children with disabilities which ultimately lead to the development of the LDA. That event laid the foundation for legislation, educational practices, and research by defining what "Learning Disabilities" are and distinguishing children's needs (LDA, n.d.)
  • Establishment of the Autism Society of America

    The Autism Society of America aims to connect families and individuals with resources they need through education, advocacy, support, and community programming to ensure that able to live fully and connected where and when they need it most (Autism Society, 2024).
  • Inception of the Special Olympics

    The aim of Special Olympics is to empower an inclusive environment through sports, where individuals with various abilities can participate together on the same team.
  • Mills v. Board of Education of the District of Columbia

    The court found that students with disabilities are entitled to free and appropriate education. The severity of their disability does not hinder their right of receiving accommodation in a public school setting regardless of the cost to the school (Ross, 2022).
  • Introduction of the Least Restrictive Environment (LRE)

    Students with disabilities are not to be restricted inclusion with their typically developing peers and are entitled to such to the maximum extent possible. This practice encourages social growth and development opportunities for all.
  • Passing of Americans with Disabilities Act (ADA)

    The ADA prohibits discrimination against individuals with disabilities. They are exposed to equal opportunities in employment, access to goods and services, and participation in state and local government programs and are protected by other civil rights laws (ADA, 2024).
  • Individuals with Disabilities Act (IDEA) enacted

    IDEA was enacted and resigned into law to assist states and local communities in safeguarding the rights of children and youth with disabilities and their families. Their individual needs are addressed to enhance their outcomes (IDEA, 2024).
  • Olmstead v. L.C.

    The U.S. Supreme Court ruled that unjustified segregation of individuals with disabilities violates the ADA. This decision requires public entities to provide community-based services to individuals with disabilities if such services are appropriate, if the individuals do not oppose them, and if services can be reasonably accommodated (ADA, n.d.)
