Early Years Of Special Education
Before the 1950's May students where excluded from attending public schools . Children with server disabilities were forced to stay home or institutionalized. Most students with mild to moderate learning often dropped out of school. Even as early ass 1958 courts still ruled excluding students with disabilities from public schools. -
Mills v. Board of Education of the District of Columbia case
Students from District of Columbia were to be classified as “exceptional”—including those with mental and learning disabilities and behavioral issues. This ruling made it unlawful for the D.C. Board of Education to deny these individuals access to publicly funded educational opportunities. -
Education for all Handicapped children Act
A free Appropriate education to all students with disabilities. This was between the a ages of 5-21. -
Handicapped Children’s Protection Act
President Reagan signed a law that gave parents of children with disabilities more say in the development of their child’s Individual Education Plan, or IEP. -
Individuals with Disabilities Education Act
Services where mandated for people with disabilities. Now we have websites full of information to teach parents and teachers about the act.

Inclusion Began

No child left Behind Act
Having specific academic progress and assessment for all student even those students with disabilities.This includes all teachers to be highly qualified. They want to close student achievement gaps by providing all children with a fair, equal, and significant opportunity to obtain a high-quality education. -
Least Restrictive Environment (LRE)
Requirement in federal law that students with disabilities receive their education, to the maximum extent appropriate, with non disabled peers and that special education students are not removed from regular classes unless, even with aids and services,
education in regular classes cannot be achieved. -
Individuals with Disabilities Education Improvement Act
Changed to Individuals with Disabilities Education Improvement Act (IDEIA) but everyone still uses IDEA. They had procedures for identifying children with specific learning disabilities (RTI)
in addition they altered requirements for IEP meetings.
IEPs must include statement of present levels of performance. Teachers need to be highly qualified for special education.
they had new regulations for discipline. All students participate in state and district assessments. -
Rosa Law
President Obama signs this law that removes the term from "mental retardation" to "intellectual disability."
