    City Academy high becomes the first charter school in the nation. It opened in St. Paul, Minnesota. Charter schools operate without the restrictions of district schools and are public schools of choice.

    The Improving America's School act is signed into law by President Bill Clinton. It will allow increased funding for bilingual and immigrant education, provisions for public charter schools, and drop-out prevention, and educational technology.

    Jim Clark and Mark Andreesan founded Mosaic Communications, later renamed Netscape Communications. They later released the first commercial web internet browser Mozilla 1.0. It eventually is offered for free to individuals, and non-profit organizations. More than 80% of internet users began using Netscape by the summer of 1995.
