    Out of an indigenous people, smaller groups are formed, mimicking the structure of a monarchy, with one individual possessing all power in the group.

    Time and time again, the groups splinter as a result of their leaders abusing their power. As such, rebels tried expressing their opinion, but to no avail.

    Binding

    After many rebellions and even war among disagreeing peoples, the populace finally agrees to unite under one people with common goals. The people are given the right to actively influence the leaders' decisions through petitioning.

    A Rough Draft

    Tinkering with the system through efforts on both the leaders' and citizens' sides, a working government is almost a reality. Its main draw lies in its emphasis on individuality and the rights that belong to those individuals.

    Stability

    While there are some who seek an easier life and reminisce of days gone by, most of the populace is satisfied by the increased amount of input allowed by the governing body. While the head of the government still relies on a monarch to carry out decrees, advisers which reside in separate legislative and executive branches are still able to represent the masses' opinions on important matters.
