1929, people were sick and tired of the communist dictator and wanted something more. He never provides for any of his people and his citizens were fed up. Citizens would sneak out of the country not having any idea where to go and what to do. -

Formation
Once people left their dictatorship country majority would go visit a small town in the middle of nowhere in the mountains located outside of Russia. So many people would flood in trying to escape their country, that there wasn't enough resources to support the massive numbers of people coming in. One man named John Practor took matters into his own hands creating small business such as construction and agricultural to increase the amount of housing for the others coming. -

Government
Homes are being put up and more people are coming in. The more people coming in the more rules and laws we are going to place, but need to address laws and rules that are relevant. In order to have the people controlled but not going back to a dictatorship type ruling an election of how the government should be ran was put in place. -

Government Election
Of the few Government Officials there was a decision to be made on how government will make decisions. Looking at other countries and how they get there answers was through a democracy type government. So an elections for the town was held seeing what citizens would think and say about having the last word on government issues, and by the end of the election the people favored in the democracy type government.
