Banner Resolution of June 14, 1777, expressed, "Settled: that the banner of the United States be made of thirteen stripes, substitute red and white; that the association be thirteen stars, white in a blue field, addressing another Constellation." Act of January 13, 1794, accommodated 15 stripes and 15 stars after May 1795. -
