    The Farm Bill was started in 1933 as part of President Franklin Roosevelt's New Deal legislation.The Agricultural Committees of Congress set the stage for the first Farm Bill.

    The 1933 Farm Bill allowed Farmers to sell excess grain to the government which then could be sold later if bad weather or other circumstances negatively affected output. The (AAA) Agricultural Adjustment Act also included a food program which was a precursor to Food Stamps.
