An EIA is a report before an change is made to an environment to predict what the environmental impact will be. They come from the National Environmental Policy Act from the US Government. It includes identifying impacts, predicting the scale of possible impacts, and limiting the effects of impacts to acceptable limits. A weakness is that different countries have different standards. -
