What is priority? Diversity or Education?
"White Flight"—parents push children into private schools. City of Pasadena, CA. court ordered to desegregate. Resulting in 63 private schools educating 33% of schoolchildren. 16% of Whites attended public schools. -
1980s
Proposition 13 passed in California in effort to restrain rising property taxes.
Local funds for schools arrested. State now provides funding. Huge loss in spending on education.
Wealthier districts keep their taxes which results in significantly higher per-student funds. -
1990s
Affirmative Action Contested across the country.
California enacts Proposition 209: State ban on all forms of affirmative action. Prop 98: Money for K-12 schools and Community Colleges. Short fall for UC and CSUs.
Prop 111: If state is short on funds, can make cuts with promise to make up funding later. -
