The Tallmadge Amendment was brought by James Tallmadge Jr. to the United State's House of Representatives on February 13 1819 during the debate regarding the admission of Missouri as a state. Tallmadge hated slavery and sought to impose conditions on Missouri that would destroy slavery within a generation.
