Soviet Union and U,S negotiators from 1972 to 1979, which delt with nuclear weapons. U.S helped Soviet Union not launch 3rd generation I CBM's U.S ihelped limit missle amouts and development of new ones.
U.S did not want harm done to itself and other nations, did not want missle being used. -
